Mr. Espino is the Traffic Engineering and Transportation Planning Department Head. Early in his career, Elio graduated from the Florida Department of Transportation District VI P.E. Trainee Program after which he served 3 years as District Safety Engineer and was responsible for the District's Highway Safety Improvement Program (HSIP) and the implementation of the Department's Strategic Highway Safety Program which focused on the implementation of Engineering, Education, Enforcement, and Emergency Services to reduce fatality and serious injury rates District-Wide. He is an adjunct professor in the Civil and Environmental Engineering Department at the College of Engineering and Computing at Florida International University
Mr. Espino has developed a successful engineering practice focused in the areas of Traffic Engineering and Transportation Planning and successfully completed 3 District-Wide Traffic Operations and Safety contracts and 1 Planning and Environmental Management Contract for the Florida Department of Transportation District VI. Through his work as a consultant for FDOT, Mr. Espino has developed a reputation as a hands-on Project Manager that takes ownership of a project and consistently delivers the highest quality engineering.
He also has extensive experience in the areas of pedestrian and bicycle safety and has performed several pedestrian/bicycle studies, which led to the development of pedestrian/bicycle improvements District-Wide. He is also experienced in the areas of work zone management and works closely with the District VI Traffic Operations staff to develop the first active work zone management program which has successfully reduced traffic delays in major projects such as the N.W. 25th Street Viaduct, N. Roosevelt Boulevard Reconstruction, N.W. 36th Street Bridge Replacement, and the reconstruction of Alton Road from 5th Street through Michigan Avenue.
