Mr. Alfonso currently serves as the Head of the Water Resources Department. Arnelio has performed analyses using state-of-the-art computer-aided tools and technologies, such as micro-tunneling and horizontal directional drilling, in the design modeling and design of water and sewer systems neighborhood water and sewer upgrades and new systems. Using these, he has been responsible for the delivery of billions of gallons of drinking water, wastewater, and reclaimed water through pressurized and gravity systems. He has also lead in the development of Stormwater Management Master Plans for several municipalities, including the City of Miami Beach, City of Doral, and the Village of Biscayne Park. He has been also involved in obtaining Environmental Permits associated with proposed Stormwater Management Systems.

Some of his most notable projects include the 54-inch HDD Redundant Force Main Project at Miami Beach, Miami Intermodal Center (MIC) Drainage Master Plan, Nautilus and Lummus Neighborhood’s Drainage Master Plan, N.W. 12th Avenue Bridge Hydraulic Analysis, SR-836/N.W. 14th Street Pump Station, Sanitary Sewer Lift Station 101 (MDWASD), Miami Intermodal Center (MIC) Water and Sewer Improvements, Palmetto Bay Down Town Water and Sewer Improvements, Government Cut – 60” Force Main, N.W. 57th Avenue – 54” Water Main, and N.W. 37th Avenue/Transit Access Road – 24” Force Main.

He is currently a member of the Florida Engineering Society (FES) and the Cuban-American Association of Civil Engineers (C-AACE).
